An “Apostille” is a form of authentication issued to the documents for use in countries that participate in the Hague Convention of 1961. A list of countries that accept apostilles is provided by the US State Department. If the country of intended use does not participate in the Hague Convention, the process requires two mor steps: authentication at the U.S. State Department, follower by legalization at the Embassy or Consulate of the intended use country.

CONSULAR & EMBASSY LEGALIZATION
In addition to certification on the state level, documents required for use in non-member countries of The Hague Convention must be authenticated by the U.S. State Department before being sent to the Embassy or Consulate of the intended-use country for legalization.
Cost of legalization varies depending on the state in which the process takes place and your preference on delivery time (first class mail vs. expedite processing).
